Digitizing government services through digital and
electronic platforms has become a necessity, especially in the process of
financial transactions to make them more efficient and transparent.
This then encourages the Regional Government of West Java
Province in its efforts to increase local revenue based on digitalization of
services by taking into account several factors, namely the coverage and
quality of digital government services, development of digital infrastructure
and the skills and capabilities of human resources in mastering information
technology.
This digitalization is then implemented with a strategy and policy direction called SMART TAX
The intended SMART TAX is then implemented into
digitalization-based income strategies and policies as follows:
A. Optimization of Regional Revenue Management, carried out
through:
1. TAX DATA INTEGRATION, Collaborative efforts of West Java
Province with the center, districts/cities and local tax stakeholders in
managing taxpayer data, tax information systems and joint analysis and
supervision.
The activities
carried out focus on:
– Data integration,
including: Motorized Vehicle data with the National Police Traffic Corps
Headquarters, population data with the Directorate General of Population and
Civil Registry of the Ministry of Home Affairs, taxpayer data with the
Directorate General of Fiscal Balance of the Ministry of Finance, data on
taxpayer mobile owners with operators, and so on;
2. NEW SIPANDU, Efforts to manage data and local tax insight
analysis with platform-based income and artificial intelligence.
The activities carried out focus on:
– Implementation of Virtual Accounts in the West Java
Provincial Revenue Deposit Payment Service System;
– New SSOS (Samsat Service System) fully integrated with
Electronic Regident and Identification (ERI), a registration application from
the Indonesian Police;
B. Optimizing the Quality of Public Services, carried out
through:
1. TAX CENTER, Efforts to bring communication closer between
the government and taxpayers in the form of tax consulting services,
complaints, tracing and tax publications based on communication technology;
The activities carried out focus on:
– Operationalization of Sim-C (Samsat Information Center) by
activating 24-hour service at number 150410, and chatbot-based services at
number 081122301818;
– Development of HR competencies for Tax Services and Jafung
in line with Bureaucratic Reform efforts in the regions.
2. TAX APPRECIATION, Efforts to give rewards to taxpayers
who comply massively so that they become role models for the community;
The activities carried out focus on:
– Tax relaxation implemented selectively to encourage policy
increased revenue at the central and regional levels;
– Implementation of event exhibitions in collaboration with
all local revenue stakeholders;
– Giving the Philotra Award from the Governor of West Java
to taxpayers
example in West Java.
3. TAX AWARENESS, Efforts to increase community
participation in development through tax obligations at all structures and
levels of society;
The activities carried out focus on:
– Strengthening and formulating tax and levy regulations,
both in the form of Regional Regulations and Governor Regulations, especially
harmonization with Law No. 1 of 2022 concerning Central and Regional Financial
Relations;
– Dissemination of revenue policies at the central and
regional levels, by optimizing the most effective socialization media in the
field, including social media, videotron, push notifications and direct
socialization based on collaborative activities with all levels of society.
4. NEW SAMBARA, web-based and android/iOS online samsat
service efforts that can be accessed through the SAPAWARGA application for
urban areas and mobile samsat services and channeling for rural areas;
The activities carried out focus on:
– Implementation of New Sambara (through the SAPAWARGA
application) with electronic validation;
– Digitization of Samsat services, especially in expanding
payment transaction channeling.
In addition, in general, the Regional Government of West
Java Province continues to make other effective efforts to increase revenue,
namely:
1. Optimizing dividends from Regional Owned Enterprises
(BUMD).
2. Optimizing regional asset management in a professional
manner.
3. Optimizing the receipt of Domestic Personal Tax (PPh
OPDN), Article 21 Income Tax, export tax, and Corporate Income Tax.
4. Improving the accuracy of potential data, both tax
potential and natural resource potential as a basis for profit sharing
calculations.
